All in One Art Set for Beginner

Lidl often have those kits, they usually contain pastels, coloured pencils, markers, different type of paints and paintbrushes, and often either canvas or blocks of suitable paper. Sometimes they come in a wooden box that serves as an easel, too. TK Max also has them, from time to time. And Easons, too, but they'd be more expensive, as would the arts and crafts shops. Personally, though, I found those to be like those make-up kits with eyeshadows in a million colours - you really end up using only a few.
