    Green light for Treasury €350m 'new town' plan

    One of the largest ever developments in Dublin has been approved by Dublin City Council.

    The local authority last week sanctioned Treasury Holdings' plans for a 170,000- square-metre scheme at Ballymun town centre.

    It will cost €300-€350 million to build and will play a key part in the €2 billion rejuvenation of the area. The development qualifies for tax incentives under the Urban Renewal Scheme.

    Treasury can now build 572 apartments, two anchor stores, a cinema, 78 shops, offices, two pubs, a public library, a medical suite and a multi-storey car park on the site over the next ten years. A number of cafes, restaurants and takeaways will also be constructed on the 14.2 acre site.

    However, the developer is believed to be considering appealing a number of the conditions of the scheme. "This is a very complicated decision and will require careful examination," said Treasury's director of property John Bruder.

    The local authority has imposed 21 conditions on the developer, including levies totalling over €7.8 million. It also wants certain areas of the plan to be refined and for areas of the ground floor mall area to be redesigned.

    After years of neglect, the government established Ballymun Regeneration Ltd to supervise the rejuvenation of Ballymun, a project the equivalent to building a town the size of Sligo. There will be 30,000 inhabitants.

    Construction on sites in the area started in early 2000, and the first residents moved into their new houses in October 2001.
