    I've been charged customs tax of €15 on a set of used Dvds from the UK only worth £30. Is that correct?

    yes.

    Vat is applicable on the cost plus the cost of delivery and usually there's an admin fee for the paperwork.

    That's what Brexit has done.

    Vat is due on all UK imports over €22.
    Vat is back to 23% so a quick calculation of your liability at an FX rate of 1 to 1.12 would be as follows.
    30x1.12=€33.6.
    €33.6 X 0.23 = €7.73 Vat + whatever handling fee the delivery agent charges.
    AnPost is €10 other couriers vary.

    Same for Brits importing from any EU country and same for any EU country importing from the UK (or other non EU country)

    Amazon deduct UK vat and apply the Irish vat and do all the customs, so their difference is just the 3% vat difference

    Yes, but they are DVDs, so really they should be fining you for importing waste as well. You got off lightly, I'd say... :p

    Seriously, even secondhand goods are liable for VAT upon importation, and in the case of cheap items it's that handling charge from the courier that really kills you, as it's often more than the VAT itself on an inexpensive shipment. If you buy from a merchant like Amazon who does the necessary VAT stuff for you so that An Post or whichever courier doesn't have to do anything, that's often cheaper, but of course for used items it's often just random individuals sending 'em and the VAT and customs ****e is going to have to be dealt with on your end, which means being extorted by your courier.
