Plum Underwriting, a UK based company, does this for a high premium. Their insurances can only be bought using their brokers - there are many in Ireland, just do an online search.

We are in a high-risk zone in Limerick, but this area has never flooded before and there are various flood defenses built. We got a letter stating the same from Limerick County Council (you will need to do the same from your local authority) and provided it to the broker, and so the premium came out to 984 euros per year. Apparently this is low for a flood risk area, so my guess is we got it lowered because of the letter.
