    I checked into this 'cos I wasn't entirely sure myself but a friend in the Traffic Corp says there is no specific offence but if an object is being towed in a dangerous manner then the driver can be prosecuted for dangerous driving/careless driving.

    It also may invalidate an insurance policy if you were at fault in an accident against a third party while pulling someone with a rope. (I was the OP of that thread in the Motor section)

    You cant tow on a motorway as far as i know, ill check it up for ya.

    correct.

    Other than that there is no difference between being towed by rope and by a recovery truck.
