Scrap metal

    There's a person living near me with a large collection of scrap metal in his yard. Apart from being unsightly, I fear the water running off his yard might be going into a near by river and carrying rusty colored water with it. As far as I know he doesn't have a license or permits to collect scrap metal. He also has a large amount of building material dumped near by, concrete, gravel etc which contains bits of insulation and plastic which is blowing around the place.

    I would like to know how to approach this situation.

    Local Council or Env Protection

    If waste such as engine oil, brake fluid, refrigerants aren't present it may not be as polluting as you fear. Some rusty water will be trivial compared to, say, the pesticides and slurry entering rivers.
    Little consolation I know. Best of luck with the authorities. I think you'll have to be assertive. Worth considering the neighbourly approach first but I'm going to guess you already have.
