Does anyone know what the deal is with these? I've seen two today so they must be pretty common.

My brother was told that each of these stickman 2 euro coins are worth 20 euro when you trade them into the central bank. Is this true?

Not at all. Have a look on line. It depends on the country of origin and the quality. They can be got for €3.
