Travel Grant - Calc distance from Wicklow Town - as the crow flies?

Hi, My sister has asked me to calc dictance form Wicklow town to UCD. If it 45KMs there is a grant. Do I calc as the crow flies or road journey? She seems to think its as the crow flies or "radius" Thanks
