    Its to the east of the EU and the building with the poster hanging from it is a venue of sorts ie, concert, theatre, opera, gallery, museum etc.

    No idea but it seems to be at a very low latitude as the shadows are from a nearly overhead sun. Guessing somewhere in the southern U.S. near the Gulf of Mexico?

    Actually. ... I could be wrong but looking at the map it looks like quite a drive in any direction to use that boat.
