    I'm pretty sure it means to partially cook vegetables, then put them in icy water, though will stand corrected !

    Oven chips.
    Google says it's to immerse in boiling water for a minute or two then rinse them in cold water.

    No, and it doesn't sound like something I want to do either, however it's probably good for the muscles. I only take cold showers if there's no hot water.
