BERG GO KART MAINTENANCE

Hi all,I bought a second hand berg AF go kart,the steering is locked from rust,the steering bar is locked inside the bar that holds it and the hinge on the wheel for steering is also locked up,any ideas I was thinking of soaking them in white vinegar

They are a pig.
We have one here that has grease nipples that unfortunately were not used enough and even removing them and getting wd 40 in to it didn't do anything for it.
I think heat is needed.
