Iphone 5s app recovery without icloud or itunes backup

Is there anyway to recover an app such as 'safe-note' following an accidental erasure of all phone data and apps if the app wasn't included as part of the last icloud/itunes backup?

You should be able to get it from your purchased part of the App Store. Tap updates and at the top tap purchased and find it there.
