I would make Reg Barclay my captain. Captain Broccoli of the USS Vegetable.

He would have to staff the ship with people who knew so as not to have a panic attack. So Geordi for the ships engineer, Deanna as the First officer, and probably the Voyager crew in holographic form would fill out the rest of the crew.
