Telnet server for XP Home

My brother keeps leaving kazaa running on the machine downstairs sucking up all the bandwidth when he's out, and i'd like to be able to shut the machine down from upstairs. Both 2000 and XP Pro come with installable telnet servers, but XP Home doesn't.

Is is possible to just take the XPPro executable (tlntadmn.exe I think, dunno about associated files) and register it as a service on the XPHome machine? And the follow-up question, how?!

Failing this, anyone know of a good free barebones telnet server?
Or any other ideas on how to get 'shutdown -s' to run?!

If you can't physically access the machine but you have network access to the machine and you have an account with administrator rights to the machine, you can remotely shut it down or reboot it using psshutdown.exe from the pstools suite available from http://www.sysinternals.com/ntw2k/freeware/pstools.shtml
Have a look on that site for some other great utilities.

Now I can just kill the kazaa process, i don't need to shut the machine down at all!
