    Okay here we go, sorry for the delay. It was hard to find a picture that would fool google images. I think I've given just enough away but for the record I've never posted anything about this location so don't bother checking my history :P

    Correct!

    I only realised that cropping the Tashkent Globe in the picture and searching for similar images leads you straight to it after I had already posted it!

    Firstly for my earlier humdinger these were my clues.
    The answer is not Cuba and Spanish would not be spoken in this country.
    Spanish is no longer spoken in the Philippines, English is the predominant second language there after the native Tagalog. The American's colonized the Philippines around the turn on the 20th Century until after WWII.
    This city has a strong historical connection to Portugal
    Ferdinand Magellan disocvered Cebu and was subsequently killed there.
    Both answers are incorrect. A famous discoverer landed on my shores a long time ago.
    Another hint towards Magellan
    Wrong, Once I was Capital but now I'm ranked in a lowly position, my airport lies offshore where the whiteman met his doom.
    Cebu was once Capital but now is the fifth biggest city in the Philippines, the airport is located on Lapu Lapu Island where Magellan was killed.

    This was a clue hinting at Floyd "Money" Mayweather and Filipino boxer Manny "PacMan" Pacquaio.
    The Portuguese came and went and I am not Lahaina.
    The Spanish subsequently colonized the Philippines and not the Portuguese.
    I must strain the spuds
    This was a hint towards Killinaskully which had a priest called Fr. Philip Eno.

    Someone suggested Timor which shares the Catholic Faith with the Philippines.

    And back to the second half of this puzzle?

    In 1968, Sally Famarin brought the devotion to the Holy Infant Jesus to the Bay Area. Her tireless effort has brought national distinction to Americans of Filipino descent, and the Santo Nino Fiesta become a recipient of numerous Proclamations from top US government and ecclesiastical officials as one of the most beautiful celebration and a recognition of the continuing friendship and outstanding achievements of Filipino-American community. The devotion of the Santo Nino was also considered the means of inspiring the highest values in upholding sacred traditions of Philippine culture and heritage here in the Bay Area. Through the late Fr. McGee, pastor of the St. Joseph Church in San Francisco, a marble altar was constructed to enthrone the Image of the Santo Nino de Cebu inside St. Joseph Church. On January 17, 1982 a mass in honor of the Santo Nino was celebrated in thanksgiving for the passing of the US Congress Resolution in recognition of the Shrine as part of National Registry of Cultural and Historical Places. The Vatican and Pope John Paul II also sent an Apostolic Blessing, and said "by this time of writing, the Santo Nino de Cebu is the only Filipino identity that is registered in the National Registry of cultural and Historical Places in Washington D.C·. The Santo Nino in San Francisco strengthen that Image."

    Spanish is still spoken by about 1-2 million people, not a lot when you consider the population. I went out with a Filipino lawyer about 20 years ago, her mother and her grandparents spoke Spanish with each other, though she could barely speak it herself.
