Lost iphone activated lost my phone app but data turned off on phone any suggestions how to track phone now

not much you can do now if the data is turned off for tracking it. Call your phone provider, report the phone lost/stolen they might be able to bar the phone based on it's imei. Was there a passcode / pin on your phone? It's possible that the battery is dead and that's that until some charges it up.

Still rining so charge still alive do u think if we wipe phone will it turn on the data

Probably cannot do it if data is deactivated.

Remote Wipe iphone used to deactivate the lost phone app - might want double check before attempting it.
