    How do I tune to that from standard using a tuner? The f and c really .

    Tune down 1 step on each string. That's standard tuning, a step down.

    If you don't have a chromatic tuner (one that can tune to any note), as you tune the strings, fret them at the second fret and tune as normal.

    So Capo second fret and tune had the two tuned down and then tune up?

    Put a capo on the second fret, and tune all the strings as normal (Standard tuning - EADGBe). Then remove the capo, and you'll be in D standard (DGCFAd).

    B flat? That's not a whole step down. That's some weird tuning, that's mostly a step down, with the G string being down 5 steps (or up 2). Are you sure that's the correct tuning?

    Oh, I just googled what you're trying to do. First line of the tab is:
    Guitar 1 is Capoed on the 3rd fret

    You don't need to tune down at all.

    All guitars tune down whole step (D G C Bb A D)
    Guitar 1: Acoustic, capo on 5
    Guitar 2: Acoustic, capo on 5
    Guitar 3: Electric

    Note: Transcription chord names written in key of A, though resulting
    tonality is G.
    Note: All short versions (mono and stereo) are sped up.
    Slow speed 4.5% for recording speed.
    Note: All rhythm patterns are approximate, to give flavor of changes.

    That's wrong. Simple as. Bb is not a step down from G.

    If you keep your guitars in standard tuning, and put the capo on the 3rd fret, that'll be the same tuning.
