Are UPC Throttling?

    Is anyone having issues with UPC and youtube? I am experiencing an extreme amount of buffering when trying to watch any videos and they barely play at 240p, connection is 90mbps according to speedtest. I had the same problem last year and called about them throttling and they've said they do not throttle any connections.

    I am having problems for the last 10 or so days, I'll have to check the amount of days to be exact, but its gotten seriously bad, I havent checked the speeds though.
    Rang up UPC, they said my router is shutting down and have I checked the cables as apparently "they do come loose", they do? how the feck do they do that? must be plugging themselves back in too. The router is completely inaccessible for anyone to get to without getting a fold out ladder.
    I'll have a look into the talk to forum if theres a thread already started myself, but still, Im glad I saw this, I believe I asked are they restricting the service, no answer, if there is a thread in the talk to forum it seems they are aware of a problem or something so its good to be able to follow that up with them on the phone if they deny it when they are already answering posters. I was still told if its found to be a fault of my installation I could be charged.

    Actually in can happen. In my last job on two occasions cables connected to a router behind the patch panel in the comms room, in a spot no human could fit let alone would want to, had become disconnected and needed to be reseated to get it working again. Nobody had any idea why it happened. It's just one of those things.

    We've also, much more commonly, had patch leads ever so slightly and ever so intermittently fail causing packet losses and degraded performance. Usually caused by the leads "wearing out" from use. So whenever I see unexpected packet loss, the first thing I do is swap the patch leads with a new one to rule that out.

    No problem with Youtube, but most sites think I'm located in Austria which I assume is a problem on UPC's end.

    i also get buffering alot if i look at video but am on an old xp machine,same video plays no problem on w7.
    i also get freeze on sat box for 3-5 seconds and no flashing lights on router then they flash and picture resumes lol
