Should upnp be enabled? Even when it is it passes the grc test. Butupnp has to be enabled as a service to allowvista turn on network discovery. Is that a different upnp?

OP shields up checks for upnp on the internet side of your router. Having upnp there is VERY bad. It shouldn't be possible but one OEM did screw up and enable it before. The option your looking at is local upnp, ie on the private side of your router. This allows your computers make upnp requests but not other hosts outside the house. Its needed for lots of things and is ok to leave on.

Anything in your house connected to the internet is on your LAN, local area network. That network is a private network which only you and the people you allow can access. The internet (WAN, wide area network) is the public network. The router divides the two and protects your LAN with its firewall.

The P660 doesnt do UPNP on WAN, only LAN, and thus is safe to use. Shields up proves that too.
