Can't sign into my Google Account on new pc

Hi this keeps on appearing https://accounts.google.com/CookieMismatch and then this https://support.google.com/accounts/answer/61416?rd=1 The problem is that when I click the Chrome menu icon, there is no settings. Could anyone please help?. Thanks K
