Best way to get broadband abroad - cheaply

Heading to the UK for a week later this year, and won't have wi-fi. Rather than use my mobile for data, is there any way I can get cheap, good broadband on either my ipad 1, android tablet, phone or laptop. Currently with meteor, so can only buy one 50mb package at €9.99 for my phone.

Is there anyway I can get a pay as you go dongle for mobile broadband to use on my laptop...?

If you are a Three user, they have an Add-On called Three Like Home. Means you can get 2Gb roaming on a three network (UK, Scandanavia, Hong Kong, Australia, Italy) for about €3. You could tether your iphone to your ipad when roaming.
