Are 076 xxxxxxx provider specific?

Does anyone know what provider issues 076 numbers beginning 076 88*****?

Yes they are. Different blocks of 076's are assigned to different providers.

076 8886000-8888999 are assigned to Voxbone SA.

It's usually free to call between VoIP providers however. Eircom charge at local rate (outside call plans) for calls to 076. You may be better off getting a geographic number as most people have call plans these days and Eircom are not going to change their pricing structure any time soon I would think.
