Low power UHF analog TV transmitter

I have a phone that also will receive TV signals, however there's no signals broadcast anymore. Can anyone suggest an item that could transmit a low power RF signal of a video signal to this device? I don't mind a bit of soldering and bodgery. I'm looking for a low-cost solution. Hopefully this is the right forum! edit:…

edit: I'd rather not attach a cable to the telescopic antenna

You need a licence to transmit in the broadcast bands, low power or not.
