Black wheels almost universally look absolutely awful. Its something I can't stand. I say leave them as is!

    Black wheels are always ****e.

Do not chrome the rocker cover, if you want to paint it, colour match the car and spray the engine bay a hard wearing (pick up flat bed) black!

    Lower the bugger!

God that looks cat with black wheels. Id leave it the same colour, or maybe a slightly darker shade of silver, somewhere between silver and grey

    Like €7, maybe €9

I think it takes away from the looks of the car.
But then theres very few cars that I like with black alloys. Personally id think a drop of 30 mm on eibach pro's would enhance the look of the saab a lot more, than black alloys.
but then again, I'm the chap who prefers the three spoked alloys

Well, here's some details about it.

    Current mileage: 73K
Oil, filters, plugs done at 70K
    Timing belt done at 54K

    Tax: 06-2014
For NCT needs few small bits. Less than €100 for all parts that are needed.

Plastidip, CF vinyl and stickers are removable.

1.3 engine, cheap on tax and does about 30-40 MPG depending how you drive.

Hmm, was hoping for a bit more.

...and how much would I get with a fresh NCT on it?

I'm not interested in buying it but did you do the work to it to pass the NCT and will it have a NCT when you are selling it. As you will obviously get more for it with NCT. I'm thinking €800-900 with NCT You may even get €1000 on a good day.

Honestly, I'd love to keep it as it's a nice, cheap-to-run and reliable car. It's just that I have my eye on a certain Volkswagen that I can't wait to get and I don't have much spare cash as it is.

NCT it, it should cost you a tad over €100 and it'll add value to your car, plus you'll get a lot more interest in it.
