How to uninstall pre-installed shortcuts / programs

How should one uninstall / remove / delete a pre-loaded shortcut on a new PC? In this instance, there is a shortcut for ebay on the desktop but it is not apparent when one goes to Control Panel - Programmes. Is it simply a shortcut with no underlying program and as such can it simply be deleted by deleting the icon? It is easy enough to uninstall other preloaded software through Control Panel - Add/Remove Programs etc. etc.??

If it has a black arrow on white in the icon at the bottom left, you should be able to just delete. You can double-check by doing a right-click and check the properties; if it has something like URL with http://www.ebay.com in the value, then you safely delete it.
