Youtube video loading issues seems to be a common problem

Does anyone experience loading issues where sometimes it just stops and you have to refresh it or similar? What about caching of previously watched videos - that function doesn't seem to be available at all. Anyone I know seems to have similar issues.... Can anyone provide insight? Thanks.
