    Can I use a one 4 all voucher in an post to pay a one direct car insurance installment?

    I don't think so, they are usually only valid in retailers.

    The site has a list of all valid places but I think it's just retailers

    No they are issued by the PO for use in retail outlets, should be a booklet with the voucher that gives you all the shops. You can use them online now to shop as well.
