MCSA 2003 to 2008 upgrade path

I notice MS have just retired the upgrade exams to go from 2003 to 2008. (70-648)
Does it mean that I have to start from scratch to get any 08 cert?

Unfortunately it does. There are a couple of people interested in starting a study group for MCSA 2008, you will find the thread in this forum. It may be of some use to you.
