The Match Review Panel assessed it as reckless rather than intentional which is why he got off so lightly (he has no previous either).
However, lining someone up with an elbow after the ball has been kicked is clearly intentional. The whole review system is fucked anyway, this is just another example.
Edit: From the same game, Pat McGinnity got three games, so a bigger ban, for this -
