If you have a negative paypal balance can paypal swipe the money from your credit card?

no, they wouldnt be authorised to do so afaik.
they could in theory chase you up for the money, but probably not worth it for them for what I'm assuming is a small amount
thing is if you're trying to avoid paying it, you won't be able to receive funds into the account anymore, because any payment received would clear the negative first.
also opening a new account is tricky, because they'd moost likely find a link between the two accounts and charge the outstanding balance to the new account (if it has funds)

If you have a card registered with Paypal, then you have already authorised them to make relevant charges to that card.

I don't think so. If that was the case they would be able to recover money from people who empty their paypal accounts.

if they could do that they would have just reduced the balance to zero and made a charge to the card for the outstanding amount, and there wouldnt be any need for negative balances.
but instead there's a negative balance, and no card charge, because they can't do it.

Not for people that don't have a card associated, or for those using a pre-pay card with zero balance, etc.

This is what should have happened.

There's very little info to go on here from the OP. How did he end up with a negative balance? Fees, charge reversal, fraud, etc.

    https://www.paypal.com/cgi-bin/webscr?cmd=p/gen/terms-outside
Examples of such a reversal include, but are not limited to, a credit card reversal by the sender of the payment, and a reversal of the transaction because the sender of the payment was using a stolen credit card or unauthorized bank account. PayPal will seek to recover the funds from you by debiting your PayPal balance and, if there are not sufficient funds in your PayPal balance, PayPal reserves the right to collect your debt to PayPal by any other legal means. If you open a Premier or Business Account after October 11, 2001, you authorize PayPal to debit your bank account linked to that PayPal account for the amount that you owe PayPal on transactions which were not covered by the Seller Protection Policy and which were not recoverable from your PayPal balance.

It doesn't specifically state they will charge your credit card, so perhaps they won't. They will use all legal means at their disposal to recover the balance though, which might mean a charge to your card.

What happened was one of my buyers reported to paypal that someone had hacked his account. He did this weeks after the deal was done and I had withdrawn the money.

Paypal found in my favour by saying that his account was not hacked and have closed the case. I assume I am in the clear now?

if that is the case, they should return the funds to your account, removing any negative balance

Hi I recently received a negative balance over a dispute for 109€, will legal actions be taken against me to get me to pay, or can I just set up a new a/c a new credit card and just move on?

well eBay pass on unpaid accounts to solicitors , so I would assume Paypal does the same , as eBay own Paypal .

In the meantime , you can move on

I am with 3 and my IP address changes each time I log on to my computer , because my IP address is dynamic and not static

on thte original topic, i sometimes purchase things that would cause me to go into negative balance but paypal have automatically taken the difference from my card and in the paypal transaction it would show the breakdown

    Funding Type:
    PayPal Funds and Credit Card
    Funding Source:
    €73.54 EUR - PayPal Account
    €25.41 EUR - MasterCard Credit Card XXXX-XXXX-XXXX-2729

never had a minus balance in paypal?

A person who owed me money (private transaction, not for goods or services) recently sent me money through paypal. I spent it straight away only a week later to find I had a negative balance. Paypal thought it looked fishy (possible unauthorised transaction) and returned the money to the account he used. I can't get hold of hom now as he is on holidays. I think it was a genuine mistake and he used another credit card on his account (family members maybe ??). Anyway, Paypal collections are on to me. It's for a couple hundred euro and offered to clear it in 3 weeks time when I have the cash. They are not having it and said my account will become limited and they will likely pass it on to debt collectors as they don't allow negative balances or even let people pay in installments. All negative balances have to be cleared pronto. I've written a letter to their office in Dublin explaining the situation and that I have offered to engage with paypal on the matter but am getting nowhere.

Is their realistically anything they can do over the next 3 weeks, considering I have offered to clear it then, and will clear it.

Indeed, I am aware they have no special powers but they can take you to court once they buy the debt from the company you owe money to. I'd rather clear this negative balance in 3 weeks though instead of having to deal with them, plus there is the hassle of them ringing you up. Hopefully nothing will happen in the next 3 weeks and this can all get sorted.
