I was wondering becuase i have a msi 7850 oc gpu and when i was looking up reviews and stuff about it before i bought it and i even check them recently, all all or most are better then the 7870 version even though theres like 40-up difference in price, so does that mean the 7850 is better or what ?

It depends on the clock speeds the card's are running at. If they are running at the same speeds then the 7870 will be faster as it has more stream processors.

The coolers and clock speeds are set by the manufacturers. All the cards can be overclocked by the customer though.
