I'm in sixth year now and have computer applications as my first choice on my CAO but I was just wondering would it qualify me to be an IT technician?

At the end of it you'd come out with your best prospects being either a Software Developer or an Analyst. Both pretty good options.

as for IT Tech... not officially but it would be hard to finish 4 years of CA and not be pretty well informed on most things IT related.

You would be way overqualified to be a technician.

If that's what you want to be, then Computer Applications is not the course for you.

In fact a full blown degree is probably overkill.

At the end of it people generally go into programming jobs, it is a heavily programming based course.
I disagree with the overqualified reason, the issue could be that you might not cover things that are a requirement to be a technician. If you're interested in being a technician, I'd advise checking out CompTIA+ and similar courses.
