    He's caithaoirleach of the council - chairman.

    Carlow doesn't have a mayor but the chair of the Town Council is equivalent in any other town bar one that has a Lord Mayor. At present Eileen Brophy is the chair and Tom O'Neill is vice chair. Visitors from other countries would always address the chair of a Town Council/Borough Council as Mayor.

    She's effectively mayor but afaik her official title is "Chairperson / Cathaoirleach" in accordance with Sect 31 of the Local Government Act.
    Councils can vote to use the alternative title of Mayor / Meara Bhaile as per Sect 31(4) but since I haven't seen that title used in years I guess Carlow Town Council has not done this.
