Cheapest? Probably photobox.ie
Best? Probably 360-dpi.com

OP - you need to tell us more. Are you looking to print 700 6x4s or are you looking for a fine art print mounted and ready to hang on your wall?

hardly normals are cheap too - quality... meh so so.

You get what you pay for may be true. They're fine for a bulk print of holiday snaps, but not as a wedding gift for a bride, or a significant birthday present. However that said, it depends on expectations too.

360dpi in my experience always do top notch work.
