    They the civil servants should have cashed the 100e and sent invoice for 11e or whatever.. I mean seriously. Stop with the poor OAP angle tho ffs.

    Most likely the civil servants version of blue flu, do everything by the rules or above the rules to piss voters off with the government.

    I would imagine the system has a binary status for whether they have paid or not. Paid/not paid. If they cashed the cheque, the system would say they had paid it, but they couldn't fine them. The idea of fining people was an idea added on to the system after it was initially built.

    The underlying issue is that the Gvt / civil service made an allmighty balls of implementing the payment of this household charge by those that don't have internet access / credit cards etc. Why couldn't they accept it over the counter at the post office like you can with zillions of other bills?

    But if I trip on the step of my music teacher, I'm not going to sue her. I think this is a myth created by the insurance companies to sell commercial premiums.

    I don't know anyone who has been sued for stuff like this, nor do I know anyone who has sued someone else.
