It has not yet got a GPS fix on enough satellites to get its location.
If turned on in or around its last location the time to first fix should be no more than 30 seconds. Is there any form of reset on that device?

Sounds like an internal battery may be gone.

    It shouldn't.
It should hold the satellites positions to help it get a quicker fix.
