Customs/Import duty on UK goods?

    this is bizarre.
    I ordered a replacment laptop battery from a uk site - www.e-batteries.co.uk
    They say on their website that "most items are shipped Royal Mail"..

    Anyway, after waiting ages to receive it, i now have a docket from Revenue whom are holding my battery pending my paying import duty on it.

    I thought i was ordering goods from the UK.
    Why am i being charged customs?

    I've opened a dispute with Paypal but does anyone know where consumer law stands on this?

    I suspect the seller has shipped the item from China, not the UK.
