How do u enable the quicklaunch toolbar in win98SE when it's been disabled?

How do u enable the quicklaunch toolbar (beside the start menu button) in win98SE when it's been disabled? And less importantly how do u disable it? I'm in a college and they've disabled it for some reason...

Right click taskbar.. go to toolbars and click quicklaunch
