The noise off them is not so much loud but it can be annoying for some people. Its a bit like someone humming, not loud, just annoying. Its also the spinning shadow that it throws that can be off putting and for someone who is epileptic or mentally handicapped it could cause problems.

But I'm sure she has already tried various options such as the council or her solicitors. None of them worked so as a last resort she rings Joe.
