NTP question?

    I have two devices on a standalone P.C..one device gets its time from the PC clock ..The other device can either have the time manually submiited (uses the PC time) or it has a section for NTP..i.e IP address of..
    My question is not having any network access can I supply the IP address of the PC and somehow get that pc clock to be the NTP source.Is there any sofware to do this?

    It applies to a server 2008 but should work in Vista/7

    I should have said the pc is Xp ...thanks though interesting read....think I need one of these yokes..or a low cost version..I was only familar with the com port clocks but I see this is easily done with the right device..thanks for the help my question wasn't brilliantly phrased given what I know now.
