    I think thats just a font that someone went at with the eraser tool to make it look different.

    The little spots are the rough sides of an old book (type is print on the cover of the spine). They just have a uniform look because I converted to a gif and simplified it for better reading on What the Font.

    Korinna Bold is close. The text has been slightly condensed and the first cap stretched.
