Advertised vacancies in degrees with not enough applicants?

Does anyone know where degrees that do not get enough applicants to fill all places are advertised? I heard newspaper but I don't know if that's national or local, as in would GMIT courses be in the Galway advertiser?

Available/Vacant Place facility is now closed during the processing of Round Two offers.
It will re-open on Thursday, the 1st of September at 12:00.
