Hi, not sure if this is better off here or in the apple devices forum.

Anyway, every now and again I get the error message as per the thread title when trying to access certain sites on my iPhone - often community or message boards like Boards. One day I'll be able to access no problem and the next it wont open, I just get the download error - even though I'm not doing anything different and not even trying to download a file - just access a message board!

Any idea what causes this?

No but, whenever you view anything on the Internet, you are effectively downloading one or more files.
