2k Modem probs

dont know whats up.. i can dial up net no probs on a few isp accounts.. but cant send up or down anything. i changed modems.. still the same any1 see this before?

internal or external modems? did you disable any services? is IE configured to work though the modem rather than a proxy?

reboot
reinstall
reboot
set up ISP again

(may be bindings)
