Helmet for Hill climb?

Is there a rule for wearing helmets on a hill climb event?
I saw pictures of the British hill climbing championships from 2010 on cycling weekly. Most of them are not wearing one.

In Ireland, you must wear a helmet.

(Specialized S-Works 2D is about 200g in a medium)

Why no helmets in Britain, Ryan ? Is it up to each individual country? I would have imagined the UCI would have covered this, not, obviously.

In the UK the RTTC organised TT's and BC road/track and other events.
Both had their own rules and BC was the UCI recognised one.
There was something of a merger a few years ago but some arcane rule differences exist. Think the helmet one may be one of these.....

There may also be insurance issues - the vets (IVCA) insurance provides no cover for anyone not wearing a helmet even when training for example.
