Dead Heat query

Had €40 on a horse yesterday @ 3/1 , and it finished dead heat . Not only did the bookie pay me half the odds , but he also kept €20 of my €40 stake . Got back €80 - is this correct ?

Yes that's correct.
rule is you divide stake in half and pay at the full odds, so your bet is 20 @ 3/1

=80

D/H = 1/2 win, 1/2 loss so it's 1/2 stake at full odds with the other half stake a loser.
