23mm not really 23mm

Just measured 2 new tyres on the same rim at the same psi, both 23-700c Michelin Speedium II 24.6mm Continental GP 4000s 22.6mm 2mm difference! (now I can fit a 22.6mm 4000s to my front wheel which wouldnt take the 24.6mm michelin!)
