is this a full bike rack?

hi gang
i found this bike rack in my basement:

but i am not sure if is complete or not, i always thought there was a part that clamps to the diagonal beam of the frame.

it would be great if u could take a look at the bikerack and tell me how the bike is to be secured to the 'tray'.

the other question, is why there were 2 'trays' and not just one?

I am not familiar with the design but tbh its hard to make out from the pic's. Any chance you could take the thing out and have a more neutral background, also perhaps google the make and model to check out relevant sites etc.
