He never made it to a Wrestlemania. Joined in May 2003, left in February 2004.

Good guess, but just checking Wikipedia there, his WWE debut was 3 days before his 20th birthday, so defo didn't compete at WM as a teen.

Guys there definitely is an answer to this question!

He is not American.

Edit: The clues apply to the wrestler i'm thinking of. There may well be others though.

Don't think Kane did, his debut as Isacc Yankem was in 1995, he would have already been 27/28.

Nope:

Owen born May 7, 1965, WWF debut 1988

Dynamite Kid was born in 1958 so would have already been 26/27 at Wrestlemania 1
