Find where the water pipe comes out of the ground and add a tee connection at about 6" over the ground. Add a tap to the side branch and then a hose lock connection. Evertime you want water then defrost the tap and the 6" of pipe with warm water. Connect a garden house to the tap and you're sorted.
When your finished put the garden hose in somewhere warm, boiler house, house etc where it wont freeze. Or use a short piece of hose and drain the water from it after using. This works for me anyway.

Last winter I fitted a tap IN the pumphouse, it's in the yard and has a lamp/froststat so it's always ready, as above keep hose inside so it's always thawed..
We also kept an IBC full in the hayshed, was handy to fill some emergency drinkers when it hit -12. Few straps onto the loader and run it round no bother.

Thawing pipes is a desperate job and unless it's a short run it'll be near impossible too..
